UN High Commissioner for Refugees Ruud Lubbers said that UNHCR must move away from its western origins; 95 percent of its $881 million budget comes from 14 countries and the European Commission.
President Bush traveled down the Mississippi river in January 2002 to encourage the US Senate to follow the House and grant him fast-track trade negotiating authority. Under fast-track, Congress must vote to approve or reject trade agreements negotiated by the President; the agreements cannot be amended.
